    Cannabis (Licensing)

 

  • Familiarity with the various types of licenses that may be available from local and state jurisdictions, such as for cultivation, manufacturing, retail store, testing, wholesale distribution.

 

  • License application assistance for cultivators, growers, manufacturers, retailers, transporters and wholesalers.

 

  • Assisted with the preparation of various local and state licensing amendments and applications.

 

  • Drafted licensing-related documents, such as appeal letters, corrective action plans, deficiency responses, standard operating procedures (SOPs) and supporting memoranda.

 

  • Interaction with local and state regulatory authorities and inspectors.

 

  • Managed internal and external personnel in support of complex cannabis licensing projects.

 

  • Managed technical writing teams, and participated as both a writer and as the editor.

 

  • Ensured accuracy, consistency and regulatory compliance of all written materials in support of the license application.

 

  • Collaborated with cross-functional personnel, to compile all the information required for the submission of license applications.

 

  • Clarified, monitored and researched licensing regulatory requirements in response to questions from stakeholders.

 

  • Provided expedited responses to regulatory authority requests for additional documentation, information, and disclosures from key persons.

 

  • Representation for local and state government licensing proceedings and community relations.

 

  • Representation for administrative proceedings regarding license revocations and violations.

 

  • Familiarity with the advantages of obtaining a wholesale manufacturing license in certain jurisdictions, such as then having the ability to grow recreational marijuana to licensed marijuana product companies and dispensaries, without the necessity for having a storefront.

 

  • Compliance with the California Medical Marijuana Regulation and Safety Act (MMRSA), creating seventeen (17) categories of cannabis-related licenses, regulating marijuana cultivation, dispensaries, distribution, manufacturing, nurseries, testing laboratories and transportation, and imposing complex labeling requirements.

 

  • Legal support for business plan development.

 

  • Provided training for management and personnel, regarding the necessity for continuous compliance with all applicable local laws, regulations rules and statutes.

 

  • Development and implementation of corporate policies, procedures and protocols, manuals and handbooks.

 

  • Compilation of license and registration applications into an online database, searchable throughout the enterprise.

 

  • The Washington State Liquor and Cannabis Board (WSLCB) is not currently issuing any further cannabis-related licenses, and currently has no plans to do so in the near future.

 

  • Various ancillary license applications related to the licensing application processes, such as business renewals, change of controlling beneficial ownership, controlling beneficial owner finding of suitability, change of location, change of premises, marijuana tax permit.
